Murder charges filed in Cavalier County shooting

Murder charges have been filed in Cavalier County following a fatal shooting Thursday night in the community of Wales. According to the affidavit of probable cause, 33-year-old Russell Andrew Hiltner has been charged with murder, terrorizing and theft of property.
