Man charged in Wales incident Appears in Court An initial court appearance was held April 9 in Northeast Judicial District Court for Russell Andrew Hiltner, 33, of Cavalier County. Hiltner is charged with murder, terrorizing and theft following an incident at his residence in Wales on March 26. He appeared for the hearing from the Grand Forks Correctional Center. A preliminary hearing has been scheduled for July 16.
